Good News! As of the writing of this update the contractor has finished pouring the last of the curb and gutter which will allow Payne and Dolan to pave the street on Monday! Over this weekend you will not be able to enter the Park and Shop from Watertown Plank Road so please remember to use Wall Street to patronize our businesses.

Baring rain on Monday, which there is none in the forecast, we will have the road open to traffic starting Tuesday morning after a brief ribbon cutting ceremony. Please join us at 8 am Tuesday morning on the bridge for this long awaited much anticipated event!

After the bridge is open there will be some remaining work to take place including stone work on the side walls, grass restoration, sign replacement and repairs and stripping of the street.

I have just been informed by the contractor that the concrete approach work will not be completed until Monday/Tuesday next week. This means with cure time that the current schedule for paving will be on Saturday the 24th making opening day Sunday or Monday. I would prefer to do it Monday morning if possible, say 8am or 9 am, to get it open soonest and allow us to get it all striped ahead of the opening.

The entrance to the Park and Shop will be open until they pour the concrete parking lot approach which should be Monday or Tuesday next week. Please continue to use the alternate routes when possible and continue to support our businesses as we get close to the finish.

Rest assured we are doing everything we can to get this done correctly and as quick as possible.

There has been lots of progress on the bridge this last week but it appears they will be a few days late in opening the street due to some late materials delivery. They will be doing pavement pulverization starting tomorrow morning which should take about 5 to 6 hours. The concrete approaches will then be formed for pouring on either Friday or Saturday. The paving of the street should be done either Monday or Tuesday with the road reopening on either Wednesday or Thursday!!

During the next several days there will be times when the entrance to the park and shop property will be closed to allow for the concrete work at the entrance to be completed as well as the paving work. Please remember to use the entrance off of Wall Street to gain access.

There is still work to be completed once the road is open but that work should be done in approximately 14 days.

The bridge construction is in the final home stretch! They have started the final phase of putting in the concrete approaches to the bridge and sidewalls along with doing the sidewalks curb and gutter work. With this work it will be necessary to close the entrance/exit to the Park and Shop periodically over the next 10 to 14 days. The Village will put up a sign at Elm Grove Road to alert drivers they need to use the alternative entrance off of Wall Street during this time.

The anticipation is still the bridge will be open to two lane traffic by the 19th of September with everything being done around the first of the month of October!

The big news this week is the bridge deck will be poured tomorrow, September 2, at approximately 11 am. This operation will take a good portion of the day to complete. There may be times during the concrete pour that access may be limited around the bridge area. If possible please use the alternate entrances to the Park and Shop and the Mill Place Shops. Once the pour is complete the concrete will need to cure for at least 7 days. During this time the contractor will be working on storm sewer, limited backfilling and other miscellaneous work.

At this time the contractor is still confident of having the bridge open to two lane traffic on September 16th with final completion by October 1.

The Village met with the contractor today and as suspected, they are currently behind schedule. They have indicated they will have additional staff available starting next week but they are only able to make up some of the time due to the length of concrete cure times. The Village does have late penalties included in the contract and the contractor is well aware of the additional expenses. They will be working as needed to try and make up as much time as possible. As they have since the beginning of the project, the contractors are able to work nights and weekends as necessary. The new schedule is as follows:

a. Pour West abutment – 1 week ............................................... August 11

b. Form and pour the deck – 1 week .......................................... August 18

c. Seven day deck cure period – release falsework……... ............... August 25

d. Backfill and install storm sewer (start on east side)................... September 3

e. Pour concrete approach aprons (using high early concrete) ....... September 12

f. Asphalt paving (pour curb & gutter) between 9/3 & 9/12…………... September 16

g. Goal is to open 2 lanes to 2-way traffic with barricades.............. September 16

h. Complete sidewalk, parapet and any remaining work................. September 30

i. Project complete ................................................................... September 30

We have been informed by the contractor that they will start sheet piling the east side of the bridge tomorrow morning. This will require some minor traffic changes and some brief entrance closures on the west side of the bridge. They will be laying out and assembling their sheet pile driver and stacking the steel on the west side of the bridge. It is anticipated that the sheet piling will take approximately 2 days with the disruption to traffic being primarily during initial setup and take down.

The Watertown Plank Road bridge work is continuing and at this point is still on schedule. The contractor will start work on removing the dirt around the bridge to start the removal of the bottom and the sides over the next week.

Canadian Pacific Railroad has been working on replacing railroad ties and preparing for the replacement of the crossing at Watertown Plank. They will be closing the RR crossing starting this Thursday, July 9th, and expect the closure to last until at least Saturday and maybe into Monday.

Please remember to use the alternate parking for Great Harvest and Subway on the west side of the bridge during this time.

The good news is the crossing will finally be reconstructed!

Due to two major bridge project washouts in the Grant and Crawford County areas, the contractor has notified us that he will not be ready to close the road until June 27th. The contractor will start doing prep work and initiate the dewatering plan, located at Veterans Park, mid to late week of June 20th. This will push the bridge closure timeframe out to August 22nd with project completion on September 2nd.

Time Warner/Charter Communications will be finishing their work in the street either today or Monday, June 20th.

The week of June 13th

There will be continuation of utility relocation in progress throughout the week, split between 3 contractors.

CoreVac – Working for ATT, will have approximately 4 hours of work on Monday

Intercon – Working for WE Energies Gas, will be working a majority of the week

Charter Cable – Formerly Time Warner Cable, will be working Tuesday, Wednesday and Friday

All crews will have their traffic control devices in place, or utilize flaggers when needed.

Additionally, the bridge contractor, CSI, will begin work north of the project off of Legion at the Blue Star Memorial to set up dewatering operations as well as begin mobilization of equipment. This should have a minimal, intermittent impact on traffic.

Lastly, the Park & Shop sign has been removed and placed in storage for the duration of the project. The iconic sign will be reinstalled once everything is completed!

Watertown Plank Rd, Possible Traffic Delays

Beginning Monday, June 6th, 2016, Utility Contractors will be relocating utilities in preparation for the Bridge Replacement Project.

Throughout the week, there will be construction crews working with partial lane closures and traffic control with flaggers. This will likely cause delays for traffic in the downtown area.

This portion of the work should be completed by Friday afternoon (6/10/16).
