Crime Statistics Report Dog LicensesThe owner of a dog more than five months of age, on January 1, of any year, or five months of age, within the license year, shall annually, or on or before the date the dog becomes five months of age, pay the dog license fee and obtain and wear a license tag attached to its collar. The owner of a dog shall have the dog vaccinated against rabies by a veterinarian within 20 days after the dog has reached four months of age and revaccinate within one year after the initial vaccination. Older vaccinated dogs must revaccinate before the certificate expires or within three years of the previous vaccination. FEES: * Registration may be completed via mail,
or in person, at the Police Department.
All dog owners are asked to review the Village Ordinance pertaining to dogs (Chapter 95). Subsections of particular interest are referenced below. Copies of the ordinance may be obtained at Village Hall.

At this Web site, you can search by name (or alias) for information about individual registrants. You can also search by location for information about registrants who reside in a certain area. As of December 1, 2005, the site displays the current reported residence address of registered sex offenders who are in the community.
Specific easy to follow search instructions are provided on the Sex Offender Registry Web site.

Anyone who takes any criminal action against these registrants, including vandalism of property, verbal or written threats of harm or physical assault against these registrants, their families or employers is subject to criminal prosecution.
The Police Department provides fingerprinting services to residents and employees of businesses located in the Village of Elm Grove. Fingerprints can be taken at any time during the day, without an appointment, based on officer availability. The individual to be fingerprinted must present their own fingerprint card/s. A small fee will be collected at the time of printing, as defined by the Village's Fee Schedule adopted by Ordinance 8-6.
Fingerprints taken as part of a Village permit requirement will use a police department provided fingerprint card, and no fee will be charged for this service.
For those who are not familiar, these are items being sold nationally, which resemble a metal skateboard with a “T” handle and a small electric or gas motor attached. They are capable of speeds of 20 mph and equipped with small hand brakes for stopping. The police department has surmised that they are "not legal to operate on city streets, public sidewalks and bike paths". Motorized scooters are motor vehicles under State Statute 340.01(35). The vehicles are self-propelled but do not fall under the same category as a motorbus, motorcycle, moped or motor bicycle. Under State Statute 341.10 (1) these vehicles cannot be licensed for highway operation because there intended purpose is not highway use. This statute also implies that they cannot be used on sidewalks because, sidewalks are generally within the boundaries of the highway. These vehicles can only be used on private property (property not open to the public).
Offenders can be cited under State Statute 346.78 Play Vehicles Not To Be Used On Roadway. The Elm Grove Police Department understands that many parents are unaware that these vehicles are not street legal. The primary concern of the department is safety. Parents are advised to speak to their families about this finding, and advise their children not to operate them on public property.
The Police Department has a new tool to help drivers maintain proper speed while traveling through the Village. The “speed trailer” can be seen anywhere around town – main streets, side streets, or even Village Park.
The purpose of the trailer is to warn drivers when they are going too fast and remind them to slow down for safety.

The speed limit is posted at the top of the trailer. As a vehicle approaches, its speed is displayed in large, amber numbers below the posted speed limit sign. If the approaching vehicle’s speed is excessive, the amber numbers will flash and a white strobe will activate. The flash and strobe are meant to draw extra attention to the fact that you are exceeding the speed limit, and need to slow down.

To request placement of the trailer, you can complete the form below and submit it for consideration. The trailer runs on battery, and once deployed, can operate for 5-7 days. The Police Department will fill the requests for placement, as the unit is available.
The Elm Grove Police Department is a member of the Waukesha County Municipal Law Enforcement Recruitment Association (WCMLERA) and enters into a joint recruitment with the Cities of Brookfield, New Berlin and Village of Pewaukee at specified recruitment times, based on a need to hire.

Frequently Asked Questions – Police Officer Recruitment
Do I have to have to be “certified” as a police officer to apply?
No. However, some departments may prioritize the applicant pool based on several factors, such as if the applicant has already attained certification as a police officer or is about to complete that certification.
For the sit-up test, can I cross my hands over my chest instead of cupping my hands behind my head?
The validity and accuracy of any test is compromised if the procedure for administering the test is altered in any way. In other words, if a test protocol is changed, the test results are invalid. All test protocols must be followed exactly in the same manner that was used to establish the norms. The sit up test protocol requires the person to interlock the fingers and place them behind the head. However, the trainee should be instructed not to pull on the neck and should be monitored during the test. There is no data that demonstrates that individuals are injured during the sit up test when proper screening and test protocols are followed.
I am a female applicant; do I have to perform the same physical assessment standards as the male applicants (sit-ups, push-ups, vertical jump, 300 meter run, 1 ½ mile run)?
Yes. Tests/standards/programs cannot discriminate against protected classes (females, minorities, handicapped or older adults) as defined by the Civil Rights Acts of 1964 and 1991, the Americans with Disabilities Act (ADA) and the Age Discrimination in Employment Act (ADEA). It is important to implement tests/standards/programs that do discriminate between those who can and cannot do the job regardless of age, gender, race, or handicap condition.
Why are these physical assessment tests (1.5 mile run; 300 meter run; vertical jump, 1-min. push-up; 1-min. sit-up) standards used?
The fitness test battery should contain only those items that measure both the underlying fitness components (they have construct validity) and predictive fitness components (they have criterion validity). The tests applied must have the validity to predict an officer’s ability to perform essential and critical physically demanding tasks regardless of age, gender or handicap condition.
If I fail one physical assessment test, can I continue the other tests in the process?
No. The physical assessment test is designed as a PASS or FAIL and if you fail one test, you are no longer permitted to continue in the testing process.
Is this test the same as the “state” test which is administered by Wisconsin personnel partners for Public Safety Officer?
No. We use a different test instrument and you will be required to take our written examination on the prescribed date.
How may I prepare for the written test?
There is no study guide available for this written test.
If I took the PCI written test before, do I have to take it again?
Yes. Police Consultants Inc., is the vendor used by the four agencies to test applicants. Despite the possibility that you took the same exam previously, it has no bearing on this process, and you will be required to take the test as scheduled. If you took this exam very recently for another agency, you may contact the recruitment coordinator to determine if it is possible to use the passing score.
How long will it take me to complete the written test?
There is no time limit on the test itself. However, some applicants have finished in just over an hour, while many will take 2-2.5 hours.
How many positions are available in this recruitment process?
Currently, the City of New Berlin has one position to fill. Village of Elm Grove is in the process of obtaining approval to hire an officer, with additional details forthcoming. The City of Brookfield and Village of Pewaukee will use this recruitment process if an opening occurs within their respective departments.
In any event, the recruitment list generated from this process is generally maintained until a new recruitment would occur, which is possibly one year in length, all dependant on the needs of the departments represented.
Can I submit my resume or use the “state” forms?
No. You are required to complete the forms designated by the consortium which are available at the department or by downloading at www.elmgrovewi.org. Although your resume is important, it is not accepted at this time of the recruitment process.
What occurs after I take the physical assessment test and the written exam?
After you have passed both tests, your application is forwarded to the individual departments that you selected. It is then up to the individual department to proceed with recruitment. This generally involves an interview and many other screening methods before an applicant is offered a position. Contact the individual department if you want to inquire about your status in the process.
What if I have a change of address or other contact information changes after I have submitted an application?
It is your responsibility to notify each department, after the written test has been administered, of any changes in your contact details that were on your original application. Many times, a department has experienced difficulty in contacting an applicant 6 months after testing, if this information has changed. Keep in mind our recruitment list may not expire for a year.
I don’t have 60 college credits now. However, I anticipate having 60 credits within the next 2-3 months. Should I apply?
Education requirements are noted in the application packet for each department. You should contact the individual department to determine if you will meet the minimum requirements. However, it is generally understood, that at time of hire, these minimums must be met. Therefore, if an offer of employment is not made until 6-8 months after you submitted an application, and you then have acquired the minimum educational requirements, you may qualify having applied with less.
Are there any test preference points awarded for military service?
No. There is nothing established to provide an applicant additional points on the physical assessment test or written exam to a person who has served in the armed forces. Your military service factor may be acknowledged in other ways later in the recruitment process by an individual agency.
I am unable to take the physical assessment test on the date it is scheduled. Is there another date that I can take the test?
No. We have scheduled this test on the specific date. No other alternate dates have been established for this test.
Am I required to obtain a medical clearance before I take the physical assessment test?
If you are in good physical condition, with no medical or physical ailments, it should not be necessary for you to obtain a medical clearance prior to testing. It is recommended that you have your blood pressure checked to ensure you are below 140/90. If your BP is at or above this limit, you will not be permitted to perform any of the tests.
