Dog Licenses

The owner of a dog more than five months of age, on January 1, of any year, or five months of age, within the license year, shall annually, or on or before the date the dog becomes five months of age, pay the dog license fee and obtain and wear a license tag attached to its collar.

The owner of a dog shall have the dog vaccinated against rabies by a veterinarian within 20 days after the dog has reached four months of age and revaccinate within one year after the initial vaccination.  Older vaccinated dogs must revaccinate before the certificate expires or within three years of the previous vaccination.

*  Registration may be completed via mail, or in person, at the Police Department.  
*  Proof of rabies immunization must accompany the registration form 
*  One dog per registration form    
*  Make checks payable to: Village of Elm Grove.

All dog owners are asked to review the Village Ordinance pertaining to dogs (Chapter 95).  Subsections of particular interest are referenced below.  Copies of the ordinance may be obtained at Village Hall.

Elmbrook Humane Society - Animal assistance       10/05/2006

Have you found a stray or injured animal?  Residents of the Village of Elm Grove who are experiencing an animal related issue should call Elmbrook Humane Society during normal business hours at 262-782-9261 or use the after hours number 262-893-8189, for evenings and weekends.  In addition to companion animal adoptions and surrenders, EBHS is available for the pick up stray animals, injured wildlife, and to handle animal related emergencies and complaints 24-hours a day.  Do not hesitate to contact them if they can be of any assistance to you.  Please see their website for additional information regarding the shelter and their Humane Officer services at www.ebhs.org.

Sex Offender Registry Information

Village of Elm Grove Sex Offender Ordinance      Sex Offender Residency Restriction Map    

In 1997, the State of Wisconsin enacted the Sex Offender Registration and Community Notification Law. This law was created to monitor and track people convicted of sex crimes and to provide access to this information for police, victims and the general public.

This Web site is designed to enhance public safety by making the information contained in the Sex Offender Registry easily accessible to the public. It will also serve to enhance public awareness about sexual violence in our communities and provide valuable information about the ways in which individuals and communities can protect themselves and those they love from acts of sexual violence. The hope is that this Web site may also, in some meaningful way, reduce future victimization and the suffering that accompanies it.

 At a minimum, the following are the Registry data items that are available to the public on all sex offenders in the Registry:

At this Web site, you can search by name (or alias) for information about individual registrants.  You can also search by location for information about registrants who reside in a certain area.  As of December 1, 2005, the site displays the current reported residence address of registered sex offenders who are in the community. 

Specific easy to follow search instructions are provided on the Sex Offender Registry Web site.

WARNING:  It is not the intent of the Wisconsin Legislature that this information be used to injure, harass, or commit a criminal act against persons named in the registry, their families, or employers. Anyone who takes any criminal action against these registrants, including vandalism of property, verbal or written threats of harm or physical assault against these registrants, their families or employers is subject to criminal prosecution.

Fingerprinting  

The Police Department provides fingerprinting services to residents and employees of businesses located in the Village of Elm Grove.  Fingerprints can be taken at any time during the day, without an appointment, based on officer availability.  The individual to be fingerprinted must present their own fingerprint card/s.  A small fee will be collected at the time of printing, as defined by the Village's Fee Schedule adopted by Ordinance 8-6.

Fingerprints taken as part of a Village permit requirement will use a police department provided fingerprint card, and no fee will be charged for this service.

Motorized Scooters & Play Vehicles on Roadways

For those who are not familiar, these are items being sold nationally, which resemble a metal skateboard with a “T” handle and a small electric or gas motor attached.  They are capable of speeds of 20 mph and equipped with small hand brakes for stopping.  The police department has surmised that they are "not legal to operate on city streets, public sidewalks and bike paths".  Motorized scooters are motor vehicles under State Statute 340.01(35).  The vehicles are self-propelled but do not fall under the same category as a motorbus, motorcycle, moped or motor bicycle.  Under State Statute 341.10 (1) these vehicles cannot be licensed for highway operation because there intended purpose is not highway use.  This statute also implies that they cannot be used on sidewalks because, sidewalks are generally within the boundaries of the highway.  These vehicles can only be used on private property (property not open to the public).

Offenders can be cited under State Statute 346.78 Play Vehicles Not To Be Used On Roadway.  The Elm Grove Police Department understands that many parents are unaware that these vehicles are not street legal.  The primary concern of the department is safety. Parents are advised to speak to their families about this finding, and advise their children not to operate them on public property.

Speed Trailer

The Police Department has a new tool to help drivers maintain proper speed while traveling through the Village.  The “speed trailer” can be seen anywhere around town – main streets, side streets, or even Village Park. 

The purpose of the trailer is to warn drivers when they are going too fast and remind them to slow down for safety.

What the speed trailer DOES do:

  • It displays the speed of approaching vehicles. 
  • It displays a flashing speed to warn vehicles that are traveling too fast for the posted speed limit.

What the speed trailer does NOT do:

  • It does not take photos that could be used to issue citations at a later date.
  • It does not monitor vehicles that are traveling away from the trailer.

 

How the speed trailer works:

The speed limit is posted at the top of the trailer.  As a vehicle approaches, its speed is displayed in large, amber numbers below the posted speed limit sign.  If the approaching vehicle’s speed is excessive, the amber numbers will flash and a white strobe will activate.  The flash and strobe are meant to draw extra attention to the fact that you are exceeding the speed limit, and need to slow down.

  • Starting annual salary of $29,827.34 ($14.81/hr).  After three years, $37,440.26 ($18.59/hr), based on 2007 contract rates.

ICE in your mobile phone

In case of emergency : ICE

Paramedics will turn to a victim's cell phone for clues to that person's identity. You can make their job much easier with a simple idea that they are trying to get everyone to adopt: ICE.

ICE stands for In Case of Emergency. If you add an entry in the contacts list in your cell phone under ICE, with the name and phone no. of the person that the emergency services should call on your behalf, you can save them a lot of time and have your loved ones contacted quickly. It only takes a few moments of your time to do.

Paramedics know what ICE means and they look for it immediately. ICE your cell phone NOW!

The original concept, conceived by Cambridge paramedic Bob Brotchie, involved putting the acronym ICE in front of your designated emergency contact.

Follow these hints to get the best out of ICE:

  • Make sure the person whose name and number you are giving has agreed to be your ICE partner
  • Make sure your ICE partner has a list of people they should contact on your behalf - including your place of work
  • Make sure your ICE person's number is one that's easy to contact, for example a home number could be useless in an emergency if the person works full time
  • Make sure your ICE partner knows about any medical conditions that could affect your emergency treatment - for example allergies or current medication
  • Make sure if you are under 18, your ICE partner is a parent or guardian authorized to make decision on your behalf - for example if you need a life or death operation
  • Should your preferred contact be deaf, then type ICETEXT then the name of your contact before saving the number

My phone doesn't show the callers name any more
This will be because your ICE contact number is a duplicate entry of another contact in your phone book. If you have two numbers the same, your phone won't know which one to display so it will show just the number. To get round this, simply type a * after the number under your ICE contact. It will still work and will cure the caller-ID problem.
