2008 Assessments    4-30-2008

Notices for 2008 changes in assessments were mailed April 30, 2008.  If you have any questions in regard to your notice please call the Village Assessor Fred Matthes at 262-782-6700.  He will be available to discuss any questions until May 28, 2008.  This period of time is called Open Book.  

The assessment roll is available in Village Hall Monday – Friday from 8:00 a.m. to 4:30 p.m. and in the Village Library during regular library hours.

If you would like to make an appointment with the assessor please call 262-782-6700 and the receptionist or secretary will make an appointment for you.

The Village of Elm Grove Board of Review will meet on May 28, 2008 at 6:00 p.m. in the Parkview Room at Village Hall.

Contact the assessor

The Village’s assessor, Fred Matthes, is contracted with the Village and maintains an office at Village Hall.  The assessor can be reached at 262-782-6700 during these hours: (updated 12-29-05)

It is the assessor’s responsibility to assess all general property for taxation in the Village. The assessor is certified by the state and has passed an examination documenting a thorough knowledge of appraisal techniques and general property assessments.

Frequently Asked Questions

How is my property assessment value determined?

Real property is valued by the assessor in the manner specified in the Wisconsin property assessment manual, from actual view or from the best information that the assessor can practically obtain, at the full value which could ordinarily be obtained at a private sale.
In determining the value, the assessor shall consider:

  1. Recent arm’s-length sales of property to be assessed.
  2. Recent arm’s length sales of reasonably comparable property.
  3. All factors that, according to professionally acceptable appraisal practices, affect the value of the property being assessed.
  4. The effect of any zoning ordinances or conservation restrictions.
  5. The impairment of value because of the presence of hazardous waste or environmental pollution.

When is my property assessment determined?

The assessed value of all property is determined as of January 1. This is the value used for the following year’s tax levy. In other words, the value of a home as of 1/1/00 will be used to determine the amount of tax levied for 2000, which the homeowner will receive in December of 2000.

What records does the assessor maintain?

  1. Wisconsin Property Record Card - contains characteristics of the property: bedrooms, baths, square footage, etc.
  2. Wisconsin Transfer Returns - Data relevant to the transfer of ownership of property
  3. Wisconsin Personal Property forms filed by businesses each year.
  4. Plat maps of Elm Grove.

How will I know if my assessment value has changed?

When the assessor places a valuation of any taxable real property or personal property that is $300 or more higher than the previous year, the assessor will notify the person assessed if the address is known, otherwise the occupant of the property. The notice will be in writing and sent by ordinary mail at least 10 days before the meeting of the board of review.

What if I don’t agree with the assessment?

The Village has a Board of Review, which includes the Village Trustees and the Village clerk, who review all objections to the assessment roll. The Board of Review meets annually during the 30 day period beginning on the 2nd Monday of May. Objections to the amount or valuation of property should first be made in writing and filed with the village clerk prior to the public hearings of the board.

As the owner of property, you will be asked to attend a public hearing to present your objection to the valuation and evidence to support your claim. The Board will determine from this evidence if the assessor’s valuation is correct. You will be notified in writing if the assessment will be adjusted.
