Late
summer and early fall of 2006 proved to be an invaluable time of the
year as a diverse cross-section of the Elm Grove community provided
significant feedback in the way of comments and observations related to
present and future conditions of the
Village. Residents, business owners, school children and community
officials alike were able to contribute to a thorough examination of not
only the current state of the Village but also of desired future
opportunities. Assisting greatly in this exploration for public
comment was 1) a household survey; 2) youth outreach activities and 3) a
stakeholder workshop. Supporting documentation related to these
efforts, as listed below, can be downloaded for review. This
information is also available for review at the Elm Grove Library.

In
1999 the Wisconsin State Legislature enacted what is commonly recognized
as Wisconsin’s "Smart Growth" legislation. Under the legislation,
any program or action of a town, village, city, county, or regional
planning commission after January 1, 2010 that affects land use must be
guided by, and consistent with, an adopted Comprehensive Plan.
The
Wisconsin Department of Administration, responsible for implementation
of the legislation, comments that the comprehensive planning law was
developed in response to the widely held view that state planning laws
were outdated and inconsistent with the current needs of Wisconsin
communities.

Elm Grove awarded
a comprehensive planning grant from the Department of Administration in March of
2005.

Ad Hoc
Comprehensive Planning Committee formed in February of 2006.

Consultant
(Planning and Design Institute) hired in March of 2006 to guide the process of
developing the comprehensive plan.

The Village Board
of Trustees, Plan Commission and Ad Hoc Comprehensive Planning Committee
convened for Plan Review Meeting #1 on June 20, 2006 to “kickoff” the
process.

An overview of
responsibilities for the Village Board of Trustees, Plan Commission, Ad Hoc
Comprehensive Planning Committee, consultant and staff was also provided.

A community-wide survey was distributed to all postal patrons in
August, 2006. The Village
received a total of 1,049 completed surveys, which represented a thirty-one
percent (31%) response rate.
Village staff has tabulated the results of the survey, which have
been posted on this web page and placed in the Elm Grove Library for review.

In an effort to better understand how the Village’s planning
efforts impact the youth of Elm Grove, staff engaged Tonawanda and St. Mary’s
students in both a classroom and field trip format.
In addition to a presentation regarding comprehensive planning staff
conducted a Village Park tour with the students, which was followed up by a
survey to better understand those planning considerations that may impact the
youth of Elm Grove. The results of
this survey can be found under the Public
Involvement Results link.

A stakeholder workshop was held on Tuesday, October 3,2006 at Village
Hall. Community members representing
a cross-section of the Village discussed various issues and opportunities that
relate to the future development of the Village.

The Village Board of
Trustees, Plan Commission and Ad Hoc Comprehensive Planning Committee convened
for a second Plan Review meeting on October 31, 2006.
At this meeting the project consultant presented results and findings
from the community-wide survey. Additional
discussion at this meeting focused on: 1) youth outreach efforts and results; 2)
results of the Stakeholder workshop and 3) potential future public involvement

The
Village Board of Trustees adopted the Village of Elm Grove Comprehensive
Plan by ordinance on November 27, 2007.

Committee Roles
and Responsibilities:
-
The Committee, which
represented diverse community
interests, was charged with developing the Elm Grove Comprehensive Plan.
The Ad Hoc Committee, appointed by the Village President, also served as
a liaison to the Village, to interested stakeholder groups and to other
organizations.

with the Plan Commission and Board of Trustees:

The Plan Commission is authorized by State law to
prepare the Comprehensive Plan and to recommend (by a majority vote) its
adoption to the Village Board, which they did on August 6, 2007. Joint plan review meetings (which included Plan
Commission, Ad Hoc Committee and Village Board participation) were organized
to ensure that the project progressed in a positive direction.

The Village Board is authorized by state law to adopt
the Comprehensive Plan by ordinance. Based
on the recommendation of the Plan Commission (who received a recommendation from
the Ad Hoc Committee) the Village Board, by majority vote, enacted an
ordinance on November 27, 2007, adopting the Village of Elm Grove Comprehensive Plan.

A Public
Participation Plan was considered and recommended by the Ad Hoc Comprehensive
Planning Committee and Plan Commission and subsequently adopted by the Board of
Trustees, with amendment – click here

The purposes of
this Public Participation Plan are:

to ensure that
members of the Elm Grove community had opportunities to contribute to the
development of the Village of Elm Grove Comprehensive Plan
-
to ensure that
residents and plan participants were informed during the development
of the Village of Elm Grove Comprehensive Plan, and
-
to meet the
specific requirements of Wisconsin’s Comprehensive Planning Legislation (Wis.
Stat. § 66.1001(4)(a)).
At the second Plan Review meeting, held on October 31, 2006, the
Board of Trustees, Plan Commission and Ad Hoc Comprehensive Planning Committee
revised the Public Participation Plan. Specifically,
it was agreed that the public workshop and resident/focus group activities would
be eliminated while the public open house, Newsletters 2 and 3, as well as the
public hearing, would all be retained.

Newsletter
#3 provides a summary of the proposed draft Comprehensive Plan for the Village
of Elm Grove. Also, the newsletter calls attention to specific Plan
recommendations as well as summaries of the various chapters of the
