Village of Elm Grove Press Release for Downtown Redevelopment Committee

Mark your calendars for Thursday, August 9th!  In only a few short weeks the community will have the opportunity to see the first two plans for the downtown area.  The University Wisconsin-Milwaukee School of Architecture and Urban Planning students have been working very hard at creating a vision for downtown Elm Grove.

Two plans with renderings will be presented at the first of several community meetings located in the Village Hall Community Room.  To accommodate busy summer schedules the Downtown Master Plan Committee (DMPC) will host two, identical presentations on Thursday August 9th.  The first presentation will start at 6:00 p.m. and the second at 7:30 p.m.  The presentations are open to the public.  All residents and community members are encouraged to attend.  Feel free to attend the first, the second, or both.  This will be an excellent opportunity to gain feedback and have the “voice of the village” heard as the Master Plan Committee continues with its mission.

At the monthly meeting on July 18th, the DMPC toured downtown Wauwatosa with City of Wauwatosa Planner Gordon Rozmus.  In addition, committee members have spent time touring other municipalities with characteristics similar to Elm Grove.  The education continues as we move forward in defining the future vision of Elm Grove.

The Downtown Master Plan Committee (DMPC) met Wednesday morning May 23rd.

In their preliminary efforts to seek out alternatives for financing, the DMPC addressed the potential for establishing a tax increment finance (TIF) district.  The workgroup on finance will continue to explore the option of establishing a TIF and other financing options.

Exploration of future possibilities for Underwood Creek continues. Representatives from the Underwood Creek workgroup are planning on attending a workshop on urban stream restoration in June.

The DMPC requested the Stephen Hauser presentation “Following the Trail” be placed on the village cable channel.   Committee members recommended Mr. Hauser speak with the University of Wisconsin-Milwaukee Urban Planning class that will be developing potential site plans for the redevelopment of downtown this summer.

In a vital next step to create an enhanced and improved downtown, the DMPC is reaching out to all residents and business people to be a community planner for an evening!

The DMPC will be hosting a meeting, open to the public, where-in the results of the Redevelopment Survey will be presented and more specific downtown needs can be expressed. This will be a great opportunity for all voices to be heard, as these directives will be incorporated into the long-range downtown plan.

The presentation and gathering will be in the Village Community Room from 7:00 p.m.- 8:00 p.m. on Wednesday, June 13th. Bring your ideas, enjoy your neighbors and have Coffee Depot snacks on us!

The Village of Elm Grove’s Downtown Master Plan Committee (DMPC) met Wednesday Morning March 22nd.

The Importance of Understanding Our Past

The DMPC determined that before the Village could progress further on the changes to the downtown the DMPC should have a good understanding of Elm Grove’s history. Consequently, the DMPC decided to ask Mr. Steven Hauser to make a presentation to the DMPC. Mr. Hauser is the author of "Following the Trail", a book that covers the growth of Elm Grove and Brookfield in the last 100+ years. Mr. Hauser’s presentation will be open to the public. The meeting will be scheduled for a date yet to be determined in April and will occur at the Village Hall.

High Level of Community Involvement

The DMPC again demonstrated its commitment to ensuring a high level of community involvement throughout the downtown redevelopment process. Based on a recommendation of its Community Relations Workgroup, the DMPC determined that the best way to obtain continued feedback from village residents on the future of our downtown was to incorporate an organization of "advisors". Specifically, each DMPC member is tasked with identifying three people that they know from their diverse Elm Grove social or business circles to serve as an informational link from the DMPC to the residents. Each of these advisors would in turn enlist five of their friends to commit to giving feedback at future redevelopment presentations of proposed redevelopment plans. In addition to this group of advisors and friends, there will be a standing open invitation to all village residents and business owners who wish to come and give their input at these presentations.

Potentially Partnering with UW-Milwaukee School of Urban Planning for Ideas

The Planning and Design Workgroup has recommended to the DMPC to solicit the talents of the UW-Milwaukee School of Urban Planning. A preliminary discussion with the Chairwomen of the School of Urban Planning, Ms. Nancy Frank, indicated that the university would be receptive to such a partnering with the Village of Elm Grove. If the village and the university do come to an agreement then students may participate in some form of design competition over the summer months. The village and the university partnered in a similar manner for a design competition in 1988 for the redevelopment for the Elm Grove Village Park. The DMPC felt that such a partnership would allow for some fresh ideas while also taking into consideration the village’s needs for downtown area. The DMPC envisions the top three designs being put on display for public comment. In the ensuing months the DMPC will implement a process for narrowing the choices down to the most economically and functionally feasible. The DMPC chair, Mr. Stephen Chamberlin anticipates that the DMPC will be able to send the preferred Downtown Master Plan to the Village Board sometime in early 2002.

Posting Downtown Redevelopment Progress on the Village Website

Starting in April updates of ongoing efforts of Village of Elm Grove downtown redevelopment will also be posted on the village’s web site, www.elmgrovewi.org. The results of the Downtown Redevelopment Survey will be posted on the website for residents to view in the beginning of April.
