Qai, our first K-9 Officer, on Friday, August 27, 2010.
Qai has served the Elm Grove community and surrounding agencies for over 9
years since his appointment on May 29, 2001. Attached is a summary of
some of his accomplishments over these years.
You are invited to join us in an informal gathering to celebrate Qai's
retirement at the Village of Elm Grove Board Room, 13600 Juneau Blvd, Elm

- Keep valuables out of sight (PDAs, laptops,
CDs, briefcases, and fancy stereos)

- Leave your yard lights on all night
- Investigate suspicious noises - or call the
police - immediately. Don't wait until morning.

OVER THE LIMIT –
UNDER ARREST
Elm Grove, WI
– To save lives and prevent injuries law enforcement officers from all
over Wisconsin and throughout the nation will be patrolling in greater
numbers and for longer hours from Aug. 20 to Sept. 6, 2010 to arrest
impaired drivers and get them off the road.
Saturation
patrols and other types of high visibility enforcement have proved to be
an effective deterrent to impaired driving, especially when combined with
an effective media campaign like Drunk Driving. Over the Limit.
Under Arrest.
The goal is
not to arrest more drunken drivers. The goal is to deter drunken driving,
so that we can reach our ultimate goal of zero preventable traffic deaths.
Impaired driving is
prevalent and deadly:
Wisconsin has the highest rate of drunken
driving in the nation. More than 26 percent of Wisconsin adults who were
surveyed admitted that they had driven under the influence of alcohol in
the previous year, according to a nationwide study
by the U.S. Department of Health and Human Services released in 2008.

There were
approximately 45,000 convictions for drunken driving last year in
Wisconsin.
Last year,
alcohol-related crashes killed 238 people in Wisconsin and injured 3,793.
New
state law increases penalties for drunken driving
A
new state law took effect on July 1, 2010, that significantly strengthens
deterrents and increases penalties for drunken driving:
§
The new law substantially increases jail time for various

The new law requires the installation of ignition interlock
devices on all vehicles owned by or registered to drunken drivers who …
o
Are convicted of first-offense OWI if their blood/breath
alcohol was .15 or higher.

Are convicted of a second or subsequent OWI offense.
o
Refused a chemical test to measure their alcohol level at
the time of arrest.
Important advice:

Choose a sober designated driver before you start drinking.
§
If you’re feeling buzzed,
you likely are over the 0.08 BAC limit and should not drive.
§
Rather than risk an arrest, take mass transit, a taxicab or
ask a sober friend to drive you home.
§
Save a life—don’t let your friends drive drunk.
§

SOUTHEAST WISCONSIN DRUNK DRIVING TASK FORCE
Working Together To Save Lives In Our Community
Drunk Driving Enforcement EffortS
ZERO in Wisconsin
Elm Grove, WI – The Elm Grove Police Department
joined the Southeast Wisconsin Drunk Driving Task Force (SWDDTF) in
April 2010, as part of a team of sixteen (16) law enforcement agencies
dedicated to reducing drunk driving. Since the start of this
unprecedented enforcement initiative that began April 2009, the task
force has made over 1,000 arrests of impaired drivers (drunk and/or drug
influenced drivers). Recently, we have added the ZERO in Wisconsin decal
that will be affixed to our fleet, noting our participation in the
SWDDTF.
Drunk driving is a serious crime that causes needless
deaths that can be prevented. The Southeast Wisconsin Drunk Driving Task
Force is a team of law enforcement agencies from Milwaukee and Waukesha
Counties working together in a concentrated and coordinated enforcement
effort to reduce impaired drivers.
In July 2010, the success of this program has been
nationally recognized by the National Highway Traffic Institute (NHTSA),
and has been selected by the Pacific Institute for Research and
Evaluation (PIRE) to conduct a case-study project (Case Study of
High-Visibility Impaired- Driving Enforcement Programs).
On Friday, August 20, 2010 the Southeast Wisconsin Drunk
Driving Task Force will be looking aggressively for drunk drivers.
Future dates of enforcement include September 4 & 24, October 8
& 30, November 13 & 27, and December 11 & 31.
If you drive impaired we will STOP,
TEST, AND ARREST you.

Announces Drunk Driving Enforcement Effort
Elm Grove, WI – The Elm Grove Police Department joined the Southeast
Wisconsin Drunk Driving Task Force in April 2010, as part of a team of
sixteen (16) law enforcement agencies dedicated to reducing drunk driving.
This unprecedented enforcement initiative is a national model – never
before attempted at this level in any State.
This month, Milwaukee County Sheriff’s Office Lt. William Brown,
Coordinator of the task force has informed us that we will receive
$6,000.00 through the grant to pay for officer salaries who dedicate their
time in this important enforcement effort. High visibility enforcement is
a proven way to deter drunk drivers. We will be out in force removing
impaired drivers from our roadways.
Drunk driving is a serious crime that causes needless deaths, yet it can be

FATAL VEHICLE CRASH
Elm Grove, Wisconsin
September 10, 2009
On Thursday, September 10, 2009, at
approximately 10:30 p.m., an Elm Grove police officer, while parked in
the 800 block of Pilgrim Parkway, observed a car traveling northbound
on Pilgrim Parkway at a high rate of speed.
The officer clocked the car using radar, traveling in excess of
60 m.p.h. in a posted 30 m.p.h. zone.
After
the car passed the location where the officer was parked, he attempted
to catch up to the car to initiate a traffic stop, a “pursuit” had
not been established by the officer at this point.
It appeared the car continued to accelerate at a high rate of
speed northbound on Pilgrim and the officer was not able to initiate a
stop.
In the
approximate 1700 block of Pilgrim Parkway (north of Gebhardt), the
officer observed, from a distance, the car pass (in a lane marked as a
no passing zone) a slower northbound car, and may have begun to lose
control. In the 1800 block
of Pilgrim Parkway, the car initially impacted a mailbox off to the
right side of the road, then struck a culvert, and eventually came to
rest after striking several trees at 1850 Pilgrim Parkway.
The
officer immediately began to render aid to the two trapped occupants of
the car. A small fire
erupted from under the engine compartment which was extinguished by the
officer. Due to the severity
of the damage and the injuries of the occupants, extrication by the Elm
Grove and City of Brookfield Fire Departments was necessary.
These departments, as well as Elm Grove EMS Paramedics, were
immediately dispatched to the scene after the crash.
The
passenger was freed from the crash first and transported to Froedtert
Hospital by the City of Brookfield Paramedics.
His condition is not known at this time.
The
driver was freed shortly after the passenger, at which point he was
further examined by EMS personnel on the scene and pronounced dead at
11:13 p.m. by Dr. Jon Robinson, Elm Grove EMS Director.
An autopsy is scheduled today by the Waukesha County Medical
Examiner’s Office.
The
Wisconsin State Patrol Technical Reconstruction Unit was called to the
scene to assist us in this investigation which remains on-going.
Obviously, speed may be a factor and further analysis of our
evidence will be required to determine all the potential causes of this
crash. Toxicology screening,
through the Waukesha County Medical Examiner’s Office, will also help
in determining if alcohol or drug use was a factor in this crash.
It is not known if any drug or alcohol is a factor at this time.
In a fatal crash, it is routine to examine for these conditions.
The
driver is identified as James F. Flanagan, 22 years old from Milwaukee,
Wisconsin. The passenger is
identified as Christopher J. Weber, 24 years old from Elm Grove,
Wisconsin.
Our
prayers and thoughts are with the families who have suffered a great
loss in this tragic crash.
Our
department, in cooperation with other agencies involved, are working
swiftly to determine all the causes and factors of this crash.

Train Accident - Memorial Day 2009

RE: Presentation of Departmental Awards - Officer John Krahn
Earlier today, Officer John Krahn received Departmental Awards for his
actions on Memorial Day in 2009. Officer Krahn was severely injured,
during the Village's 2009 Memorial Day parade preparations, when he
rescued a driver and attempted to rescue her two year old son, after her
vehicle became stuck in the path of an oncoming train. Officer Krahn
continues to recover from his injuries and has returned to work on light
duty, as of April 28,2010, working two days a week for two hours each
day.
Officer Krahn received three Departmental Awards:
Awarded to a department member who, in the line of duty,
intelligently and knowingly performs above the call of duty in a
courageous act of personal bravery with hazard to life under
circumstances evincing a disregard for personal consequences.
Awarded to a department member in appreciation for the prompt
and unselfish act of rendering aid and assistance to another
human being that resulted in saving a life. The member must be
distinguished through actions that made the difference in saving a
life. The member may also qualify even though the person may
later succumb to the injuries or illness.
Awarded to a department member who sustained serious injury in
the line of duty. Employees must have been actively engaged in
a police activity at the time of the injury and the injury must be of
sufficient gravity to require professional medical treatment. This
award is intended to recognize employees who are injured as a
result of felonious assaults or injuries resulting from shootings,
fires, explosion, etc.
In anticipation of this presentation, Village President Neil Palmer
commented that, "As we
approach this year's Memorial Day Parade, Officer Krahn's actions are still
fresh in the memories
of our residents. Many of us will not only be thinking of our military
heroes for their courageous
acts in protecting our country; but also, the selfless act of Officer Krahn
in protecting our
citizens."
Chief Jim Gage had this to say, "There is a reason why they call it
'above and beyond the call of
duty', it happens when a person exceeds expectations defined by ay job
description or oath.
John's actions truly speak highly of who he is as a person and we are
fortunate that he chose to
serve others through law enforcement."

Elm
Grove Memorial Day Train Crash – May 25, 2009
After review of all investigative data and witness statements, we
conclude that the following occurred:
- The CP Rail
freight train was operating within Federal Railway
Administration guidelines at the time of the event.
- The signal
gates were operating correctly and within signal notification
guidelines at the time of the event.
- Other than
properly operating railway gates, there were no other forms of
traffic control or direction at the time of the event.
- The motor
vehicle and freight train were in proper working condition at
the time of the event.
- Traffic was
heavily congested and periodically stopping and starting on
Westbound Juneau Blvd. prior to event.
- Monica
Ensley-Partenfelder entered onto and stopped on the tracks,
prior to railway gates activating.
- After gate
activation, Monica Ensley-Partenfelder attempted to move her
vehicle from the tracks, causing her vehicle to become stuck and
disabled on the tracks.
- Officer
Krahn (who was preparing to man a traffic post) removed Monica
Ensley-Partenfelder from her vehicle and Scott Partenfelder (who
was operating a vehicle directly in front of Monica Ensley-Partenfelder’s
vehicle), joined Officer Krahn in an attempt to rescue
Partenfelder’s two year old son from the rear of the vehicle.
- Both men
were unable to complete the rescue attempt of Partenfelder’s
son and were seriously injured as a result of the train impact
with Monica Ensley-Partenfelder’s vehicle.
Based on the above facts, we determine that the placement of
Monica Ensley-Partenfelder’s vehicle on an active railway violates
state statute 346.52(1)(i) which states that no person may stop or
leave standing any vehicle, whether attended or unattended and
whether temporarily or otherwise, within 25 feet of the nearest rail
at a rail road crossing. Monica
Ensley-Partenfelder has been informed by our agency that she will
receive a citation for this forfeiture traffic violation.
The citation carries a bond amount of $63.00 with no points
assessed.
During our investigation we also learned that Scott
Partenfelder’s driving status is revoked (since 1994) and that he
should not be operating a motor vehicle on the public roadways of
Wisconsin. On May 25,
2009, Scott Partenfelder was in violation of state statute
343.44(1), operating a motor vehicle after revocation of his
driver’s license. Scott
Partenfelder has been informed by our agency that he will receive a
citation for this forfeiture violation.
The citation carries a bond amount of $361.00 with three
points assessed.
Both citations have an Elm Grove Municipal Court date of
September 23, 2009 at 5:00p.m.
The investigation concerning this matter is now closed.

Law and applicable Elm Grove Records Ordinance.

on CP Rail Train Crash Investigation * *
The collision analysis and reconstruction report from the
Wisconsin State patrol has been turned over to us for our review.
It is also my understanding that the WSP is releasing a copy
of their report at the Waukesha Post #2 .
We continue to review all of the reports, statements and data
collected, in preparation to make a final statement. In
the end, we hope to identify the potential causes and factors which
contributed to this crash. Additionally,
we of course will look at ways that may reduce the likelihood of a
similar crash and evaluate the overall safety at this railroad
crossing.
Once we have had the opportunity to review all of the
investigative documents, our police reports will be made available
under the provisions and limitations of the Wisconsin Public Records
Law.
At this time, we are prepared to release the squad camera videos
that captured various elements of our response to this incident on
May 25, 2009. None of
the cameras were in a position to capture the actual collision
itself.

ON OFFICER JOHN KRAHN * * * *
Officer John Krahn continues to recuperate
at home from the multiple orthopedic injuries he suffered from the train
– car crash on Memorial Day, May 25, 2009.
He is undergoing physical therapy twice a week and exercises on
his own daily, as part of his rehabilitation.
John has a long road to a full recovery and truly appreciates all
the support and well wishes he has received from the community as well
as from people outside of Elm Grove.
A fundraiser for both Officer Krahn and Scott Partenfelder, to
help offset expenses not otherwise covered by either insurance or
workman’s compensation (in Officer Krahn’s case), is being organized
through Town Bank of Elm Grove. This
event is scheduled for Saturday, August 8th, 2009 from 11:00
a.m. – 2:00 p.m. at Town Bank, 13150 Watertown Plank Road, Elm Grove.

I wish to confirm that Officer
John Krahn was released from Froedtert Memorial Hospital on Friday, June 12,
2009.
John and his family have
appreciated the community’s continued interest in his recovery process, as
well as all the support that has been given to him through this difficult
time.
John has a long road to a full
recovery. He will be undergoing
daily physical therapy in the days and perhaps months to come.
He continues to battle with pain management, but remains strong and
determined to triumph through the recovery regiment.
Our crash investigation
continues. Because we are still
analyzing data collected from many sources, we are not able to release
reports, video or photographs that are part of our active investigative
file. We have not yet determined
if any charges (citations) will be filed in this case. When
this investigation nears completion, a media release will be provided to all
media outlets.
Once again, we thank you, and
the community for their interest and support for not only John’s recover,
but for the full recovery of Mr. Partenfelder as well.

of today, Officer Krahn remains in stable condition and is slowly improving at
the hospital. He underwent a 5th medical procedure (surgery)
for his extensive orthopedic injuries on Monday, June 1, 2009. He wishes

This afternoon, officials from the Elm Grove Police
Department involved in the investigation of the CP Rail train vs. automobile
crash that occurred on Monday, May 25, 2009 in Elm Grove, Wisconsin, met with
officials from the Canadian Pacific Railway (CP Railway) and the Wisconsin State
Patrol, Technical Reconstruction Unit.
One of the purposes of our meeting was to establish
points of contact with the agencies involved.
We also established a method and formal process to exchange information
and began the formal requests to exchange information.
Obviously this crash investigation is on-going and
there are many technical and human factors involved.
All of the aforementioned agencies are working cooperatively with the
same goal in mind—that is to have the opportunity to accurately analyze the
current information and information that we expect to collect in the future.
It is our intent to review all of the available facts from this incident
before making any conclusion as to the cause of the crash.
We strongly believe it is in the best interest of
this community and the general public that we proceed in this investigation
without making speculative statements as to the cause of the crash.
We certainly understand the public’s interest in this matter and hope
that their primary concern, as is ours, is for the well-being of those who were
severely injured.
The conclusion of our investigation could take many
weeks to months. In the end, it is
our hope to better understand the causes of this crash and prevent such tragedy
from the future. We will also work
closely in the near future, with CP Rail, to increase public education and
awareness dedicated to ending tragic collisions at railroad grade crossing
through Operation Lifesaver.

Statement
from the family of John Krahn, Elm Grove Police Officer hurt on Memorial Day
John Krahn, the Elm Grove Police Officer that was
injured while trying to save a Mother and Child from a minivan that was stuck on
train tracks, remains in satisfactory condition at Froedtert Hospital. The Krahn
family has asked us to inform you that they do not want to be interviewed at
this time, and ask that you respect their wish for privacy as they cope with
this difficult situation.
While the Krahn family does not wish to speak to
media, they have asked Froedtert Hospital to release the following statement:
Although John is listed in satisfactory
condition, his injuries are severe. We
are choosing to provide this information because of the overwhelming care and
concern the community has shown for John’s well-being.
John’s injuries are as follows:
Compound fracture of his tibia and fibula (calf & shinbone),
fractured shoulder and pelvis, four broken ribs, sprained right leg and ankle
and abrasions all over his body. John
continues to have surgeries to repair his injuries and to further help him heal.
John is in severe pain and has asked to not have any visitors at this
time.
The Krahn family would like to thank both the local
and out-of-state communities for the overwhelming support and appreciation; it
truly is helping with John’s recovery.

This community and our department suffered from a tragic crash on Memorial
Day, May 25, 2009.
Officer John Krahn, a 17-year veteran of our department, was struck by a
vehicle that was struck by a train at the 13600 Juneau Blvd. railroad
crossing.
Prior to the crash, Officer Krahn was positioned in the 13600 block of
Juneau Boulevard where he was assigned for traffic duties associated to our
Memorial Day parade.
While at this location, Officer Krahn observed a vehicle stop on Juneau
Boulevard at the railroad crossing, due to congestion on the road. The
driver attempted to move off the roadway crossing when the signal gates
lowered. However, the vehicle became stuck on the tracks and could not
move. Officer Krahn quickly removed the driver from the vehicle as he
watched the train approach. It was at this point, Officer Krahn was told
by the driver that her 2 year old son was still in the vehicle, strapped in a
car seat. Without hesitation, Officer Krahn, joined by the boy’s
father who came from a separate vehicle, attempted to rescue the boy from the
vehicle. Unfortunately, Officer Krahn and the father could not remove
the boy prior to the train impact.
Officer Krahn and the father were injured significantly and remain
hospitalized. Our prayers and thoughts remain with the respective
families involved. We certainly hope for a speedy recovery for both of
them.
The department is being aided by the Wisconsin State Patrol, Technical
Reconstruction Team to analyze the crash. There are many details for us
to review in order to completely understand all the causes associated to this
event. We want to insure a complete and thorough investigation, which
could take many weeks or months before detailed information is publicly
released. Once our investigation is complete, we hope to better
understand the causes associated with the crash, and use the information to
possibly prevent such tragedy from occurring in the future.
Many thanks go out to all of the people who aided us at the scene during
this tragic event.
