2020 Procedure Changes

NOTICE OF CHANGES TO 2020 OPEN BOOK PROCESS DUE TO COVID-19

Due to the COVID-19 pandemic, the Village of Elm Grove Assessor’s Office will be altering the 2020 Open Book process in the interest of public and employee safety.

  • If you feel your assessed value is reasonable, there is nothing further to do.
  • To limit potential exposure to the virus, the Village would prefer all reviews with the Assessor to be done either by phone or through a zoom appointment. If these options are neither accessible or acceptable to you, the Village will schedule an in-person appointment.
  • If you feel that your new assessment value is NOT reasonable, fill out the enclosed, Request to Speak with the Assessor Form. Please add your comments or notes for the Assessor to the bottom of this form.
    • If you wish to mail in the form, please mail to the following address postmarked no later than Friday, August 20th, 2020:

  • If you wish to submit this form via email, please use the following email address: assessor@elmgrovewi.org.
  • You may also deposit this form in the drop box located outside the front doors of the Village Hall. 
  • After we receive this form, we will be contacting you to followup with your request.
  • Your concerns will be received and reviewed by a Property Appraiser.

During the Property Appraiser’s review, they will be contacting property owners by phone, e-mail or Zoom to ensure a complete review of the property owner’s concerns. Once the review is complete, a new Notice of Assessment Change letter or a letter stating ’no change’ will be mailed on or before, August 28th, 2020.

  • Evidence should be submitted with all Objections. (see below)
  • If you disagree with the determination from your Open Book review, you have the right to appeal your assessment to the Board of Review. The 2020 Board of Review date is September 3, 2020.

Acceptable Types of Evidence from Residential Property Owners: 

  •  A copy of a recent appraisal.  If you only have a paper copy of your appraisal, we encourage you to contact the appraisal company or your lender to request a digital copy to submit with the attached form.
  • A copy of a recent market analysis from a local real estate agent.  If you only have a paper copy of the market analysis, we encourage you to contact your realtor to request a digital copy to submit with the attached form.
  • Photos of the interior or exterior of your home showing deferred maintenance areas.
  • Photos of the interior or exterior of your home that show a certain feature is not present that we have listed on our Property Record Card.
